E1: 34: Purchase Order Is Generated When There Is Sufficient Stock In Supply Branch (Doc ID 1936984.1)

Multi-Plant Requirements Planning (R3483) suggests unnecessary Purchase Orders when enough stock exists in supply branch to be brought over to satisfy demand.  For example, if item is set up with a Minimum order qty in demand branch of 25000 and in Supply branch as 50000.  Demand is for 5084 in demand branch.  6139 of the item exists in supply branch. 

MRP suggests the available stock of 6139 to be brought over from supply branch and then creates an OP in demand branch of 25000.  The 6139 from supply branch was enough so why the OP for 25000?
