Symptoms

After unexpected WebLogic Server reboot, the managed servers where EnterpriseOne JAS instances are configured are in "FORCE_SHUTTING_DOWN" state in WebLogic Console and Server Manager Console displays status as "STOPPING" for the JAS instance and not allowing to start the instance any way. The WebLogic AdminServer and Node Manager are in running state.
