E1: Help: Help Icon "?" in Internet Explorer Does Not Show Scroll Bar for Application Release 9.1

Information in this document applies to any platform.
The issue is that the scrollbar is missing in IE on help page.When logged into web client for Release 9.1, if you click on "?" icon in IE, it opens a page which does not have scroll bar.However Page up and Page Down Arrow key works to navigate. This issue is specific to Internet Explorer. Help works fine in other browsers like Mozilla firefox and Google chrome browser where scroll bar does appears.
1.Using Internet Explorer log into Web Client
2.Fast path to P01012
3.click on "?" icon.
4.You will see that scroll bar is not visible
