E1: 76H: R03B551 Errors When Chilean Localization is Active (Doc ID 1943016.1)

Symptoms

On : 9.1 version, Localizations - LATAM - AR

R03B551 gives error: "The receipts listed above have not been uploaded. All other receipts have been processed." if Chile Localization is turned ON. Turn OFF localization and R03B551 uploads same receipts without error. 

Actual Error in Spanish: "No se han cargado los recibos enunciados anteriormente. Los demas ya se han procesado."

Due to this issue, users cannot upload electronic receipts with Chile localization turned ON.
