E1: XMLP: Publish Report Definition Error When Trying to Republish Report Definition (RD) Jobs in Web Environments From P95630 and P986110B

Symptoms

When trying to republish Report Definition (RD) jobs from web (J) environments, it fails with the below error message:

"Publish Report Definition Error
An error occurred attempting to publish this Report Definition. Please see logs to determine the source of the error."

UBE Kernel debug log shows the below error messages:

 First time submission of the RD job is successful even though republishing is failing.
