When defining a Receipt Route in the Receipt Route Definition (P43091) application, the system should check that the same quantity bucket cannot be used in more than one operation step. However, after a certain sequence of steps, it is possible to define several steps in a Receipt Route having the "Y" flag set for the same quantity bucket. 

Steps to replicate:

The issue can be reproduced at will with the following steps:
1. Define a Receipt Route with 2 steps, one step having “Update Transit” = 'Y'.
2. Add a new step to the route with “Update Transit” = 'Y'.
3. Trying to save this route definition, the system displays error “One Value Per Row/Column”. This is correct because each step should update a different quantity bucket.
4. If the user deletes the ‘Y’ value from the newly added step and then saves the route definition, there is no other error displayed and the system saves the route by adding the additional step with the 'Y' value in the “Update Transit” bucket. Thus it is possible to define routes having 2 or more steps updating the same qty bucket.
