E1: 31: F3111 Records Not Written for Unplanned Issues Processed by Setting Issue 1/0 = 1 Line by Line Before Entering Items

Symptoms
When processing an unplanned issue in P31113 Inventory Issues in the situation where the user enters Issue 1/0 = 1 in the new line and exits (thus creating a blank line) and then enters an item and quantity before committing the issue, the following occurs:
1. The Unplanned Issue is not written to the F3111 Parts List.
2. Stock is downdated in the F41021 Item Location table.
3. An IM Document is written to the F4111 Item Ledger.
An observation noted whilst testing is that the problem seems to only occur after an Issue of material has taken place against the Work Order.
