E1: 49: Sales Orders Being Allocated P4915 Shipment Numbers Whilst The Order Is On Hold (Doc ID 1953996.1)

Client is using transportation to create shipments for our sales orders (with multiple order consolidation) and as standard JDE the shipment number is created once the sales order is saved. However they have some sales orders that go onto an order level hold that are still creating shipment numbers. The problem with this is that they enter a sales order with the same order parameters and hence consolidating to the same shipment number that has a sales order that is on hold. Even though this newly added sales order isn't on hold, the shipment obviously cannot be accepted because the earlier sales order is on hold.

Question: What is the best approach by preventing the held sales order not to generate shipment, just like order lines on backorder. (They are currently using Load Building for other types of SO, hence this option is skipped).
