E1: 40G: Weigh Tag Cost Should Be The Accumulated Harvest (Farm) Operations Costs (Doc ID 1958642.1)

Symptoms

The cost of the weigh tag (operation) should be based on the costs in the harvest (rolled up, accumulated grower (farm) operation costs). Understanding that grower and blend share the same tables,
and logic, the costs should go from the block harvest to the winery through the Weigh Tag operation so the wine lot carries with it the cost of the harvest period.
Currently, the after lot cost on a weigh tag operation is the F4105 cost of the item defined on the block.  With this functionality, every quantity received from any block (with the same item) costs the same.
