E1: 40G: FARM Operation Lot Costs Do Not Roll Forward Correctly (Doc ID 1960286.1)

1. Farm ops (Base op = FARM) Lot costs do not roll forward correctly if the same cost component is on the next farm operation (the cost component does not accumulate).        

2. Some Blend operation cost components are not correctly accumulating in the roll forward process.  Instead the latest cost component value is replacing the pre-existing cost component value.
    For example- Additive cost component:
    Additive Operation for addition of an additive into a tank, which has Before Lot cost, Additive cost component of $3,000.00.
   The cost component value for the additive being added is $1.45.
   The After cost should be 3,000.00 + 1.45 = 3,001.45.  Instead the After Lot Cost Additive cost component is 1.45.

Issue surfaced after applying ESU JM16960.
