Customer has a business need to place a purchase order on hold if it contains a hazardous material. The order needs to be placed on hold before being released to the supplier so that it requires manual intervention to check to
make sure all special documentation, including packaging and shipping instructions, etc., is attached to the purchase order before it is released.
The hold needs to be based on the item only as any time a purchase order is created for that item, it needs to go on hold no matter who the supplier is.
