E1: 08P: Create Next Year's Budget (R081820) is Displaying Wrong Employee Information For Closed Positions (Doc ID 1963644.1)

When the CREATE NEXT YEARS BUDGET (R081820) is run to create next year's positions, the report is displaying a warning message when the position to be copied is closed. However, the associated employee information for the closed position's incumbent is not correct. Instead of the position's actual incumbent as stored within the F08111, the report is displaying the employee info (EE Number and Alpha Name) for the previous position record within the F08101.

The issue can be reproduced at will with the following steps:
1. In Position Activity (P08111) for 2 example positions:
Position ID A, Employee 1
Position ID B, Employee 2

2. In Employee Activity (P081111) transfer position and employee 2 to another business unit

3. In Position Master (P08101) for Position ID B, close the Budget Status and Position Status.

4. Run Create Next Year's Budget (R081820) to create next year's budget.
Note the Exception Report shows incorrectly Employee 1, but correctly shows the closed Position ID B with comments 'Position is Closed'.

Note that R081820 sequencing is HMCU, POS, FY. For prior employee F08111 record to display incorrectly the HMCU and POS in the scenario are a lower value.
