E1: GRID: Import from Excel Does Not Work for Tools Release 9.1.5 through 184.108.40.206

Starting with TR 220.127.116.11 import from Excel does not work.
In multiple applications when trying to import from Excel it will not load the records into the application.
STEPS TO DUPLICATE
- Fastpath P0902Z1 Work With Batch Account Balances
- Form Exit - Upload Records
- Import from Excel 200 records
- Click Apply - the data is loaded into import Assistant
- Click Continue
- It returns to the application but no records are inserted.
Otherwise, there will be no error, only the data is not loaded. Same import issue was also seen in P0911, P09E2011.
The issue exists using Import from Excel only.
There is no issue using Import from CSV or Copy/Paste.
