E1: JAS: Web Server Runs Slow and Locks Up Intermittently

Individual JAS JVM's on the web server which is configured on WebSphere Application Server on iSeries are intermittently slowing down and locking up, causing the interruptions to productions users from being able to work and the users have to sign back in and resubmit their work from the time period of the lockup.

Below message shows up in the application server during this period:

But maximum Heap size for affected JVM is already set to 3002MB and 64bit JDK is being used for web server.
