E1: XMLP: View Report Definition File Error is Received for Report Definition Jobs in Tools Release 9.1.4.5 Or Higher

Symptoms
After upgrading tools release to 9.1.4.5 or higher, users are not able to view the Report Definition(RD) Output of the selected RD jobs. This issue may not affect all the report definition jobs and it is possible that some of the jobs display the output successfully. But for other jobs , when attempting to view Report Definition outputs from web clients either from Work with submitted jobs application or from P95630 application, the output is not rendered and following error is received:

An error occurred attempting to view the file for this Report Definition. Please see logs to determine the source of the error.
This issue only occurs when using web clients and does not occur from Fat Clients -Windows Engine.
E1root logs will show the following messages:
