E1: 07: Tax Type Records Created Incorrectly For Negative Hours/Amount (Doc ID 1967334.1)

Symptoms

P07210/R07200 (Pre-Payroll)

When processing R07200 (Pre-Payroll) with Auto Pay activated for an IL (14) employee that has an MI (23) timecard for greater than 80 hours, the subsequent negative hours/amounts incorrectly create additional IL tax type records. The expected result is that the existing 14 C, F, and H tax types are reduced appropriately, but there should be no Illinois (tax area 14) tax type G, G1, G2, GM, H1, H2, HM, and I records with negative gross/taxable amounts. The same issue occurs if a 9-digit local Illinois geocode is used for the employee except then the additional unexpected taxes are local tax types K, KR, M, MH, MR, and N. This issue was found after the fix for Bug 19722457 was completed.
