E1: JAS: PDFs Open in Google Chrome from WSJ but Leave a Blank Chrome Window

Symptoms

When using the Google Chrome browser, clicking on a PDF link in Work With Submitted Jobs (WSJ) will open the document, but will always leave behind a
separate blank Chrome window. This blank Chrome window appears right after clicking the PDF link in WSJ, before the PDF document screen opens.
 This blank window exists whether or not the PDF viewer plugin is on or off.
If off, the document defaults to opening with Acrobat.

This issue happens only in Chrome, not Firefox or Internet Explorer.

STEPS TO REPRODUCE

1. Fast Path: WSJ
2. Click on a PDF link
3. An extra blank Chrome window opens (which is not desired, and which does
not happen in different browsers)
3. And then the PDF opens

 

DESIRED OUTCOME

The desired result is to prevent the blank window in Chrome from appearing in
the first place.
