E1: 31: R31410 Does Not Recreate Commitments for Soft Committed Lines On Parts List (Doc ID 1983754.1)

Symptoms

Work Order Processing R31410 should offer the functionality to recreate commitments for the soft committed lines on a Parts List(PL) that was already attached. This should work even after some of the lines were partially issued via P31113, but of course only for the lines that were not  processed in any way via P31113.
This is helpful in case of a big PL (e.g. 300 components) and if the stock for components is brought to the shop floor in amounts smaller than the total requested quantity (and used in partial issues and completions).
For example, at the moment of the initial run of R31410, stock was available for very few of the many components. So a lot of soft commitments were created.
In the next step, quantities for components are brought to the shop floor.
Creating the hard commitments manually is a painful job for an operator.
Re-running R31410 to create hard commitment for the lines with soft commitments on the PL would help a lot.
This should work with or without warehouse management involved.
