E1: UPG: Defer Indexes on *Merge Type Table Conversion Does Not Take Effect

While running the table conversions as part of an application upgrade, the tables marked for defer index were still creating indexes at the end of the conversion.
For example, a table F4311 was marked in the TC Schedule Application to defer index.
The Upgrade workbench is then executed and the conversion completes successfully. The Table Conversion report - R984052 XJDE0001 shows ** Build Indexes! ** against F4311, which means Indexes were not built as part of the table conversion.
The TC log also indicates that the Defer Index functionality was considered, and does not show any error.
However when you check the indexes on the physical database for F4311, it is found that all the indexes have already been created against this table. This should not be the case, as the Defer Index flag has been marked as Y for this conversion program.
