P311221 - Hours and Quantities

When attempting to manually add a new record on the P311221 for a open WO, the users are able to complete the transaction correctly. However, the e1root.log captures the following warning:

The issue can be reproduced at will with the following steps:
1. P311221 - find the open WO
2. P311221 - select the open WO and click Add button
3. P311221 - manually add the records for reporting Hours & Quantities for the open WO.
