When attempting to upgrade from 8.11sp1 to 9.1, the following error occurs while running table conversions

OCI0000179 - Error - ORA-39726: unsupported add/drop column operation on compressed tables
JDB9900401 - Failed to execute db request
JDB2490014 - Failed to execute alter table request
TCE9000 - ITCEAlterTableEx - failed on table F42199 with error#0.
Running Table Conversion F42199 *ALTERO
It won't run the new *ALTER method, and instead reverts to the old *ALTERO.
Table F42199 is compressed in 11g database, was exported from 11g and imported into 12c database
