E1: BSSV: Trying to Connect To Localhost BSSV To test a Consumer BSSV but Ping is not working (Doc ID 1988682.1)

Symptoms

Oracle JDeveloper 11g Release 1 11.1.1.5.0

Customer has deployed a new BSSV function locally to a machine and trying to connect to it, its not working.

They tried to create the OCM for BSSV on local host, but are unable to ping it.

The error in the local BSSV debug log shows
