E1: XMLP: Frequent Database Blocking Locks Coming From XMLP Kernels

Customer upgraded from 9.0/8.98 to 9.1/188.8.131.52. After this upgrade there are constant database locks coming from the XMLP kernels, usually the small ones. This issue happens from several different servers.
This was the statement being run with the last few blocks:
SELECT SY910.F9563110.*, ROWIDFROM SY910.F9563110WHERE ( RJRPDOUGUD = :KEY1 ) FOR UPDATE OF RJRPDEXHST, RJRPDJBSTS, RJUTIME
Issue appears randomly and happens anywhere from once a week to several times a day. This causes E1 Services to have to be restarted
