E1: SOLEXP: Empty Space in Navigator When Fast Path is Secured from the User

With Tools 9.1.5.x, the menu/navigator appears to be missing something when a user does not have Fast Path as it shows a blank line.
There should not be a blank line in the Fast Path location when Fast Path is secured from a user.
