Symptoms

After upgrading to 9.1.5.3 users can no longer access Data Browser from the Tools exit in applications.  Receive Error: "you do not have access" when accessing Data Browser when Fast Path in Solution Explorer Security is set to Secured. Do not receive "you do not have access" on 9.1.5.2 when Fast Path is Secured.
