E1:13: Cannot Change English Equipment Descriptions in the Equipment Master (P1701 / P1702) When Using a Non English User

Symptoms
Cannot change English Equipment Descriptions in the P1702 if non English User.
The fix for Bug 16329037 was implemented in two places in the code (W1702A Post Dialogue is Initialized) and the OK Button. The first part of the code simply disables the fields Description 02 (Alias: DL02) and Description 03 (Alias: DL03) if the user language is not domestic. The second, OK button, fix seems to grab the current description data from the F1201 and writes this back to the F1201 if the users language preference is not domestic.
Effectively, this prevents a domestic language user from ever changing an equipment description.
