Tax Identification Number has Invalid Data Dictionary

While entering the onetime overrides on the interim payment application, the system is giving error "Tax Identification Number has Invalid Data Dictionary" on P07210 interim payment application.

No error should be given when entering a One Time Override in the Interim Workbench

The issue can be reproduced at will with the following steps:
1. Go to P07210I Interim Payment Workbench
2. Click on Add Interim
3. Go to the Row Exit and Add a One Time Override
4. Click on OK to accept the One time Override
5. Click on OK to accept the Interim.
6. Error is Given
Error: Tax Identification Number has an Invalid Data Dictionary Value

The issue has the following business impact:
Due to this issue, users cannot enter One Time Overrides for Employees.
