E1: 31: Wrong Error 3259 Item Location Not Found at Material Issue (P31113) (Doc ID 2022753.1)

Symptoms

During backlfush material issue in (P31113) by entering a parts list line for which the item (ITM), location (LOCN), and lot number (LOTN) combination does not exist in F41021 in the situation where Location Control = Y AND Inventory Lot Creation = Y and the LOCN exists in F4100, system generates error ID 3259 (Item Location Not Found) and no F41021 record is created and the F3111 record cannot be saved.

The issue can be reproduced at will with the following steps:
1. In P41001, Location control set to Y, Inventory lot creation set to Y.
2. Create a work order
3. Attach the parts list
4. Complete the work order
5. Then backflush material for which the item (ITM), location (LOCN), and lot number (LOTN) combination does not exist in F41021 but the location master (LOCN) exists in F4100, system generates error ID 3259 (Item Location Not Found)
