E1: OVR: Not Able To Launch OVR in First Attempt From Clustered JAS

Even after pointing the target server URL to the respective clustered nodes in the [OWWEB] section of Jas.ini, Not able to launch the OVR report on the first time. It is showing following message on the interactive viewer screen: "No Data Found".
This issue is specific to weblogic server 12.1.3 and above.
