R078501/R89078501 (ADP Periodic File TC)

Initially two issues were reported (in 9.0 and 9.1 Apps) related to the ADP Periodic file (.prl) local PA record BP amounts not being summarized correctly and also with local records not accumulating as required by ADP. These existing bugs are Bug 21100034 and Bug 20992370, after GA it was found that the resolution to update the business view V89078501 is dependent on Tools Release 9.1.5.x. In order to make the solution more widely available this new bug request is entered to re-write the R89078501 ADP Periodic File table conversion UBE to resolve these issues on tools releases below 9.1.5.x as well. To properly run in pre-9.1.5.x systems the business view must have a maximum of 3 tables (F078506, F078504, and F07353).
