E1: SVM: WLS: With WebLogic 12.2.1.x (or higher) Server Manager Console Incorrectly Indicates That the WebLogic Server is Down

Symptoms
Server Manager Tools Release Version is less than 9.2.0.5. The problematic WebLogic managed instance has a WebLogic Server version of greater than or equal to 12.2.1.0.0, and the following symptoms are present:
- WebLogic instance status in Server Manager is displayed as "Stopped", although in Weblogic instance is running (i.e., the WebLogic Admin Server is running).
- The Server Manager Agent log (e1agent log from the WLS instance) contains the following message:
- In Server Manager, Product Description is missing and Version is "null" for the WebLogic instance. Example:

Registered a new WebLogic Server managed instance in Server Manager, where the WebLogic Server version is greater than or equal to 12.2.1.0.0.
