E1: 07: ADP Periodic File Remits To Wrong Area Because The F07353 Is Missing A Work 'M' Record (Doc ID 2030110.1)

R07200 (Pre-Payroll) / R89078501 (ADP Periodic File TC)

F07353 (Tax Detail) records written by R07200 (Pre-Payroll) for Pennsylvania (PA) employees do not contain the expected Work/Remit tax area record. When a PA employee works in a different PA geocode than they reside in there should be a work/remit 'M' city tax record written that contains the residence tax amount (F07353.RTAX) and remit tax area (F07353.JOBN). However, this zero-tax record with just the RTAX populated is not created when PA employees work in certain tax areas that do not have a non-resident tax rate such as 390492949, 390133290, and 391290057. Employees who work in other tax areas such as 390133091 properly receive a work area 'M' record to remit the residence taxes successfully. In all three of these tax areas the work 'K' head tax is calculated properly and residence taxes are correct as well.
