E1: 41: Cycle Count Update Does Not Reserve Records (Doc ID 2030240.1)

Symptoms

Cycle Count Update R41413 is run for a cycle count that was in Status 40=Approved.  While the UBE is in progress, a user enters a change into the Cycle Count Entry form, and that moves the cycle count status to 30=Entered.  In the
meantime, R41413 finishes but leaves the cycle count in status 30.  The first user is confused with status, requests approval again and runs R41413 again. This results in double entries in F4111, F0911, and F41021 for the cycle
count.

To avoid this situation, the R41413 should reserve the records in F4140 and F4141 so that no one could change a cycle count while the update program is running.
