E1: 42: P40051 - RMA Process- When PLR Line Is Cancelled The Line Number Is Not Incrementing

When attempting to change the disposition code on an RMA the following error occurs.

JAS MSG317: Duplicate key not allowed. Please correct the duplicate key field

The issue can be reproduced at will with the following steps:
1. Enter an RMA with Last Disposition Code = PLR
2. Save the RMA
3. Reinquire on the RMA
4. Select the PLR line - Row Exit -> Cancel Line
5. Form Exit -> Sales Ledger
6. Search for the original sales order
7. Row Exit -> Credit Memo -> Select Line
8. Exit out of Sales Ledger
9. The next disposition in the RMA defaults is pulled into the RMA detail - and the line number is still 1.000
10. Save the RMA and the error above is thrown
