When consolidating a shipment to an existing shipment, it should not create a new shipment number. This instance occurs when pack confirming Shipments that have past scheduled pick date but promise delivery is still current including when there are no valid routes available anymore at the point of running the pack confirm and/or manual consolidation even though the shipments were routed originally. When order lines are split during pack confirm and then are manually consolidated however at the point of consolidation there are no valid routes
and the shipment cannot be routed anymore the system should display a warning notifying the user.
