E1 51: Method of Computation S & I is not Creating the Correct Records in the the F5111 File (EAC-AA)=ETC) (Doc ID 2041908.1)

Symptoms

When using the Method of Computation (MOC) S & I (Summary and Inclusion) the system is not creating the correct projection records.  When using Method of Computation S & I the system should only update the HA/EAC for the S-Summary
Accounts.  Therefore, the system should not be creating the I-Inclusion Accounts in the F5111 and should only create them for the S-Summary Accounts.

For Revenue and Cost Forecasting functionality uses whatever is in the HA ledgers.  So for MOCs S & I, it would only have values in the HA for Method of Computation "S".  The issue is that the ETC that is calculated to spread = HA – AA but for S & I MOCs, the HA amount is only at the MOC "S" level and the AA amounts are only at the MOC "I" level.  For S & I MOCs, Estimate to Complete (ETC) will need to be calculated differently where ETC = HA (at MOC S level) – AA (summary from all MOC I levels).  There would be no ETC for MOCs "I" and therefore no spread for these lines.
