R31802A writes records to F3112Z1, work order interoperability file

Interop is turned on for work orders in P3112, P48013 and R31410 to capture changes when routing maintenance is ran but UA UB records are also being written to the F3112Z1 when R31802A is run which is adding several records to this file every time accounting is run.

Do not write records to the F3112Z1 when running R31802A which fills this table up with multiple records

The issue can be reproduced with the following steps:
1. Create a work order
2. Set export interop for JDERTG transaction type in the called version of the P3112
3. Attach the parts list and routing to the work order
4. A record gets written to the F3112Z1 which is correct
5 Issue material and complete the work order
6. Run manufacturing accounting and notice two additional lines are written to the F3112Z1 as transaction action UA and UB
