E1:RTE: Outbound RTE Refresh Event Cache from P90701A Form Exit Does Not Work from Web (Doc ID 2051143.1)

Testing of newly activated RTEs (for a non-web environment i.e. DV920) after a RTE server restart works successfully on a fat client. However testing of newly activated RTE(for a web environment i.e. JDV920 ) after a RTE server restart and Refreshing the Event Cache does not work using a html client. Activated RTEs are only recognized by the Enterprise Server after an E1 services restart. Is this a bug or is this how is works?
