E1: 51: Deleting A Single Row Of Original Budget In P510121 Deletes The Entire Original Budget

ACTUAL BEHAVIOR
---------------
When attempting to delete a line from the P510121, the system does not require that the SAVE button is clicked after the line is selected. All that is necessary is that the ROW exit for "Delete Budget" is selected.

EXPECTED BEHAVIOR
-----------------------
The system should require that the SAVE button be clicked.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a job with accounts and budgets. Click the save button.
2. Go back into the P510121 and select a row of the accounts.
3. Take the ROW exit for Delete Budget - note that the system has now cleared the budget amount.
4. If the user then cancels out, the system has accepted the change without the SAVE button being checked.
