E1: 77: EI Tax Amounts Not Reflected In Pay Stub YTD And Under-Withheld Employees Do Not Reach Maximum

R07200 (Pre-Payroll) / B0700009 (Create Tax Detail Records)

Prior to the EI fix within Bug 19536215 employee EI taxes (Federal/CC) were over and under-withheld from the established EI Annual tax limit. Now employees over-withheld by those rounding errors (i.e. $930.65 instead of $930.60) incorrectly show the limit amount of $930.60 instead of the actual tax amount in their current Pay Stubs. It is understood that EI will not self-adjust with a negative amount in subsequent payrolls to bring EI totals down to the $930.60 maximum, but the YTD tax amounts written to the F07353/F07352/F0713 incorrectly show the EI limit amount instead of the actual YTD EI amount. Additionally employees who were previously under-withheld for EI taxes and already reached the EI Maximum Insurable Earnings for the year are not having additional EI tax amounts withheld through subsequent paychecks. When an employee's annual gross pay is over the EI Maximum Insurable Earnings and the EI taxes are below the annual maximum because of the previous EI bug, then subsequent payrolls continue to regard all wages as 'Excess' for Federal/CC; so the employee will never get up to the EI tax annual maximum.
