P3292 - Cross Segment Editing Rules

If setting some CSERs for a dynamic configured parent, those rules work correctly. When using non-dynamic configured parents, in the P3210 screen, the Validate button needs to be clicked twice so it can trigger the expected CSER error (Cross Segment Editing rule # x item # /B/P failed (ERROR)"). Issue occurs only for non-dynamic configured parents copied or converted from previous JDE releases.
Invalid Configurations can be created if the Validate button is only hit once and users can potentially manufacture invalid configurations that would lead to invalid devices.
