E1: FDA: UDC Dropdown Does Not Show Any UDC Entries If User Has a Non-Domestic Language

In current design, UDC Dropdown does not show any UDC entries if user has a non-Domestic language set in his profile and if the corresponding UDC translation does not exist in F0005D (see disposition in bug 17074705 ). This behavior is different than regular UDC search functionality, which will fall back to the UDC record in F0005 in case a translation is not found in F0005D.
This represents a difference in functionality between the Dropdown UDC and regular UDC search form is significant to those who have custom UDCs but who don't necessarily include a translation for each and every entry. By having a fallback option we ensure UDC values won't be omitted from results depending on user's language.
Desired functionality: Enhance the UDC drop down functionality so to leverage functionality already present in UDC Search form so to provide users the ability to see/find UDC values regardless of user language profile.
