E1: 07: Child Support Isn't Prorating Correctly with Multiple Child Support and Fees (Doc ID 2066778.1)

Symptoms

When an employee has multiple child supports that are set to split based on Apportioned Amounts, if there is a fee attached with a limit set up on the wage attachment, when the employee doesn't have enough gross to have the full deductions the Apportioned Amounts are not correctly apportioned based on the original amounts for the child support.  Also, if the fees are set in the limit to be reduced first they are still calculating.
