In latest tools release versions the Server Manager Console can be installed on WebLogic and WebSphere besides the legacy OC4J (Oracle Application Server/Windows Only).
This last legacy installation added a configuration for OC4J on Windows OS that created a service definition to start that JVM instance automatically.

In the latest Tools Release 9.2, this legacy option has been deprecated and the installation must be done on WebLogic or WebSphere, both of which do not include automatic startup by default.
