E1:SVM: Disabled Users Are Able To Login Even If Login Is Disabled From Server Manager

After disabling the login for a particular HTML instance via Server Manager, an user is still able to login until they initiate a new session, either by restarting the browser or clearing the cache.

The issue can be reproduced at will with the following steps:
1. User login in HTML server "A"
2. Disable logins for HTML server "A"
3. User logout application, does not close the browser.
4. User logs in successfully, even though login has been disabled.
