Symptoms

After disabling the <LOGIN> for a particular HTML instance via Server Manager, an user is still able to <LOGIN> until they initiate a new session, either by restarting the browser or clearing the cache.

The issue can be reproduced at will with the following steps:
1. User <LOGIN> in HTML server "A"
2. Disable <LOGIN>s for HTML server "A"
3. User logout application, does not close the browser.
4. User logs in successfully, even though <LOGIN> has been disabled.
