Server Manager Management Console (SMMC) with OC4J installation fails. Error "OC4J did not start properly"

There is a pop-up error on screen that says:

If you press 'No' on the pop-up error, the install will continue, ending with message: "The installation of JD Edwards Server Manager Management Console was successful.", but it isn't.

The install location in this scenario is: C:\jde_home
