E1: 07: Exempt GTL Not Included In Excludable Amount and Taxable Gross Overstated (Doc ID 2083168.1)

Symptoms

P07210I (Interim Workbench) / B0700004 (Set Tax Calculation Inputs) / B0700009 (Create Tax Detail Records)

GTL amounts are not written as Excludable for employees when entering payments through P07210I (Interim Workbench) or P07210/R07200 (Pre-Payroll). When employees do NOT have a Section 125 deduction on their paycheck (i.e. a Medical deduction) then GTL amounts are not written to the Excludable column and also the Taxable Gross is overstated on the Pennsylvania state F record. The tax amount is correctly based on the actual taxable gross (gross pay minus GTL amount in this case), but the Taxable Gross amount stored is incorrect.
