E1: BSFN: B34A1010 Function Fails To Write First Text Line When Run on Server Using SHIFT_JIS encoding

JAS: Weblogic 10.3.6
Using B34A1010 to create text file on server, when encoding is SHIFT_JIS and text is Japanese and B34A1010 is running on server, the first line never gets written. All lines after that are created successfully.
If B34A1010 is running locally, there is no issue for SHIFT_JIS.
If encoding is UTF-8, there is no issue.
Issue does not exist in Tools 9.1.4.x
