E1: FDA: Child Design Tools Dialog Box Does Not Opened Based on the Location of the Main Window

1. The main windows for Report Design Aid (RDA) and Table Conversion Design Aid (TCDA) tools pop up on the display where they last appeared or they remember their last location on screen.
Form Design Aid (FDA) still does not remember its last position. Make all design tools open at the last position where they were located when they were closed. In other words, open on the same display where they were last open. If FDA was last open on Display 2, the next time FDA is opened, the main edit window should open on Display 2.
2. All child edit windows within these tools such as the Event Rule edit dialog always open at the center of the screen on the primary display.
The child should open at the same location as the parent main windows. Or allow a way to be configured to do so.
If RDA, FDA, TDA, etc. is opened and/or moved to a secondary monitor, force all related edit windows to open on the same screen.
This is useful for multiple monitors environment. RDA seems to remember where it was last displayed and opens on that same display each time it is started, but this is not the case for the other tools.
STEPS TO REPRODUCE
1. Open RDA
2. move RDA to 2nd display
3. open event rule edit window or control properties
4. secondary dialog opened in primary display
