E1: 42: P4205 Gives a False Work Center Message, "Tax Area Invalid" (Doc ID 2087171.1)

Symptoms

On : 9.1 version, Transportation ship confirm Work With Shipments, P4915, Transportation Shipment Confirmation, P49645, and Work with Shipment Confirmation, P4205.

When ship confirming through the enhanced ship confirm program, P4915, for a transportation order, in a Vertex environment, Work With Shipments displays an incorrect error message in the Work Center (only) that the Tax Area is invalid. The order is successfully ship confirmed. The message fails to reference the order or line, and everything is empty but the message.

The latest base line ESUs are applied. This issue does not occur in Production environment, where the ESUs are NOT in place.

ERROR
-----------------------
TAX AREA INVALID, the error ID is 0272. The error does not appear on screen, only in the Work Center (P012503).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter an order in transportation (Vertex environment) that has a shipment associated.
2. Run the P4915 application to ship confirm the order.  This calls the P49645 and P4205 applications.
3. No error displays during the ship confirm process, but a blank "TAX AREA INVALID" message, with no details, is written to the Work Center (P012503).

BUSINESS IMPACT

Many users are performing ship confirm on transportation orders in Vertex. The orders generate email messages based off of the Work Center: this message is confusing and may cause users to doubt that the order ship confirm was successful.
